It highlights widespread violence from terrorist groups like Boko Haram and ISWAP, displacement of over 6.5 million people, severe food insecurity, gender-based violence, and other crises, including flooding and disease outbreaks. The letter argues that returning Nigerians to such conditions would endanger their safety and requests an 18-month TPS or DED designation with SSR benefits to safeguard vulnerable populations while aligning with U.S. humanitarian and foreign policy goals.
